For over five decades, James J Howard Marine Laboratory has provided expert marine construction, scientific diving, and environmental services along the Atlantic coast.
About Us
James J Howard Marine Laboratory began as a small operation with a clear purpose: to bring professional, reliable marine services to the communities along the Jersey Shore. What started as one boat and a handful of divers has grown into a full-service marine laboratory and construction firm.
Today, we serve municipal governments, engineering firms, environmental consultants, and private clients throughout the region. Our work spans underwater inspections, pipeline and cable installation, marine construction, and scientific research support — always with the same attention to safety and detail that defined our first project.
We hold all required certifications and maintain an active USACE registration. Every project is led by commercially certified divers with decades of combined experience.
What We Do
From the initial underwater survey to final documentation, we handle every phase of marine and underwater work with professional rigor.
Complete underwater construction services including pile driving, cofferdam installation, concrete placement, and structural repair for docks, seawalls, and marine infrastructure.
Professional scientific diving for environmental assessments, ecological monitoring, archaeological surveys, and research support. Our divers are trained and certified for complex underwater studies.
Detailed visual and video inspections of bridges, pilings, dams, pipelines, and submerged structures. We provide thorough reports with photographic documentation for engineering and regulatory purposes.
Environmental impact assessments, sediment sampling, habitat surveys, and regulatory compliance support. We work with municipalities and firms to meet state and federal environmental standards.
Underwater pipeline and cable installation, repair, and relocation. We handle SDR pipe fusion, cable trenching, and burial for communications, power, and water infrastructure projects.
Hydrographic surveys, bathymetric mapping, and underwater terrain analysis. We use advanced sonar and GPS technology to produce accurate charts and data for engineering and planning.
Our Diving Team
Our diving team holds commercial certifications and follows strict operational protocols. Whether the job requires a shallow-water inspection or a deep-water construction task, we bring the right equipment and expertise to the site.
We invest in modern life-support systems, communication gear, and imaging technology so that every dive produces reliable data and every project stays on schedule.
Our Process
We keep things straightforward. Every project follows the same clear path from initial inquiry through completion.
Tell us what you need. We'll discuss the scope, site conditions, and any regulatory requirements to understand the full picture.
We develop a detailed project plan including dive procedures, equipment needs, safety protocols, and a realistic timeline.
Our team mobilizes to the site and carries out the work according to plan, maintaining clear communication throughout.
We provide complete documentation including dive logs, photographic evidence, inspection reports, and as-built records.
